It’s a part of the Terminator franchise and plays its role as a highly advanced computer system, that was designed to be the world’s first automated defense network.

Skynet became a threat once the superintelligent system became self-aware and adopted the idea that mankind is a threat to its existence. This led to the system launching a nuclear war that almost wiped out the human race in totality, creating more highly intelligent robots called terminators in the process.

The number of reasons as to why SkyNet cannot take over is rather lengthy. Ranging from its lack of capability to autonomously strategize and execute actions like a human would, to the diversity of the AI that is being produced, making it a non-centralized and legal and regulatory frame work.
